The  conversion can be carriedout by following steps:

1) Ethanol to iodoform by reaction with NaOH + Iodine

2) Iodoform to acetylene by reaction with metallic silver

3) Acetylene to disodium acetylide by reaction with sodium metal

4) Disodium acetylide on reaction with two moles of methyl bromide will give But-2-yne.

CH3CH2OH ......>CHI3 .......> HC triple bond CH ..........>NaC triple bond CNa ........>CH3-C triple bond C-CH3

what sir suuggested is a very good method, however u can also use the following method, protonate the -OH group, by adding moist Hcl, u'll get CH3CH3Cl, use wurtz reaction, u'll get butane, then monochlorinate in presence of sunlight u'll get 2-chlorobutane, use alc. KOH , and then add Br2 water and again add alc. KOh / NaNH2 , u'll but-2-yne.
